Together we are shaping future development in La Sierra.
Beginning in January 2014, the Housing Authority of the City of Riverside and Residents of the La Sierra set out to collaboratively shape the future development of La Sierra, specifically on a parcel of land located at 4350 La Sierra Avenue, owned by the Housing Authority. The Housing Authority is required by State Law to develop a residential community that will be affordable it its ultimate occupants. Unfortunately, recent changes to State Law preclude the funding of age restricted (“Senior”) housing on the site until the Housing Authority builds additional family housing.
The RFP provided below is the result of the comments and preferences of La Sierra residents received at the March 4, 2015 community meeting.

Chicago-Linden Area - UPDATE
In culmination of an 18-month joint effort between the Community and City staff, the City Council and Housing Authority Board adopted the Chicago-Linden Strategic Plan, which set out focused strategies for improving the quality of life for residents of the Chicago-Linden area of the Eastside Neighborhood. Each strategy will be implemented as funding and opportunities arise.
The Housing Authority released RFP No. 14-1 in the Summer of 2014 seeking development concepts for the design and implementation of a model community of: approximately 33 housing units; an anchor for the neighborhood; housing options for large families and access to resources that will improve the quality of life for all residents of the Chicago-Linden area. In May 2015, the Development Committee recommended to the Housing Authority Board entering into an Exclusive Negotiating Agreement (ENA) with a development team lead by Wakeland Housing & Development Corporation. The Housing Authority will consider the ENA at an upcoming meeting.
The Housing Authority announces the release of RFP 15-2, seeking development of a mixed-use development incorporating the principles of the Chicago-Linden Strategic Plan, the Eastside HEAL Zone and GrowRiverside initiatives. The preferred development will include a neighborhood serving market; emphasizing sustainable and affordable healthy food options and inviting exterior patio gathering space. Services may include a produce exchange; produce garden(s), incubation space; healthy cooking demonstrations or classes; edible landscaping; and a minimum of 16 residential units to be made available at affordable rents.
