Public Works

The Public Works Department is scheduled to perform street improvement work along a 3-mile stretch of Magnolia Avenue between Buchanan Street and Banbury Drive. The project will include new or resurfaced pavement and curbs, improvements to the gutter and storm drains, new traffic signs and new trees and irrigation. We will also be adding a third travel lane in each direction, but will do that by reducing the medians instead of encroaching on sidewalks or properties.

On November 10, 2009, the Riverside City Council designated Magnolia Avenue as a six-lane arterial for the portion of Magnolia Avenue westerly of Harrison Street. This allowed staff to start working with other agencies to develop a funding plan, while beginning the design process.

On January 8, 2014, the Riverside County Transportation Commission (RCTC) Board of Directors approved funding for the construction phase of the Magnolia Avenue Improvements project and on June 9, 2014, a Cooperative Agreement between the City and RCTC was executed for $2,620,000 to be used for the construction of the Project.

On March 8, 2016, the Federal Highway Administration issued the City guidance on how they might repurpose federal funds for this project and on August 22, 2016, RCTC approved $359,960 in Repurposed Federal Earmark funds towards the construction of the project.

As a condition of the federal funding, environmental clearance was required per National Environmental Policy Act (NEPA) guidelines. On May 10, 2016, the Riverside City Council approved a professional consultant services agreement with Michael Baker International to obtain the NEPA environmental clearance, which was given on January 25, 2018.

Project Information

The Magnolia Avenue Improvements from Buchanan Street to Banbury Drive will construct the following improvements:

  • The existing median width will be reduced to accommodate a third travel lane for vehicles in each direction, leading to the State Route 91 ramps on Magnolia Avenue.
  • The improvements within the median will generally entail the construction of new pavement, curb, gutter, trees, and irrigation.
  • The improvements within the existing roadway will include modifications to the existing stormwater drainage system, installing new telecommunication facilities, traffic signal modifications, resurfacing the existing asphalt pavement, and re-striping all pavement markings.
  • Modifications to the existing parkways will include repairing all damaged concrete curb, gutter, sidewalks, and driveways, and replacing traffic signage as necessary.

Project Hours

To reduce traffic impacts to the public, some of the work will be completed at night. The following are the proposed hours of operation to complete the project (Concrete bus pad hours will vary).

  • Daytime (Buchanan to Golden and Park Sierra to Banbury)
  • Monday thru Friday, 7:30 am to 4:00 pm

  • Nighttime (Golden to Park Sierra)
  • Sunday thru Friday, 9:00 pm - 5:30 am

  • Concrete Bud Pads
  • Fridays from 6:30 pm to 11:30 pm
    Saturdays from 7:00 am to 7:00 pm
    Sundays - no work
    Lane will be closed from Friday (6:30 pm) to Monday (5:30 am)

Contract Award & Schedule

On September 13, 2019, Bid No. 7631 was advertised to solicit bids to complete the project.

On December 17, 2019, City Council awarded a construction contract to All American Asphalt of Corona, California in the amount of $13,138,339.25 to complete the project.

START DATE: March 16, 2020

Traffic control measures will be in place to manage the flow of traffic as much as possible, however, please plan for some delays and travel carefully through the work zone.
