POLICY DURING THE COVID-19 DECLARED EMERGENCY
The One Stop Shop is closed to the public until further notice to help combat the spread of the COVID-19 virus. To additionally combat the spread of the virus, a significant reduction of our workforce is in place to maximize social distancing within City facilities. Although we will work to be as responsive as possible, additional time is needed to process applications, perform plan review, and provide field inspection services. Please anticipate some delay in the development process as we continue to respond to this crisis.
EXISTING PROJECTS: Existing permit applications under review and utilizing a paper plan format may now drop off resubmittals at City Hall in accordance with the paper plan submittal policy below. Existing electronic submittals will continue using pdf format and be submitted through e-mail to firstname.lastname@example.org. This includes street opening permit drawings (including traffic control plans), grading, construction, traffic, and water quality management plans. Permit issuance will follow established procedures and may be issued remotely. Field inspections will be conducted while practicing social distancing, and/or unoccupied spaces to reduce Covid-19 exposure. Please note that existing permit and plan check applications will continue to remain valid with expiration dates extended 180 days beyond the lifting of the declared emergency, when occurs.
NEW PROJECTS: All new permit applications requiring plan check and simple “over the counter” permits are encouraged to be submitted in pdf format through email to email@example.com. Permit applicants wishing to submit for plan check in paper format must submit a permit application through email to firstname.lastname@example.org in accordance with the paper plan submittal policy below. Staff will contact you to process your application and schedule all necessary transactions remotely.

PAPER PLAN SUBMITTALS
New Permit Applications with Paper Plans:
Step 2: Public Works Land Development staff will reach out to you with any application requirements and fees due to ensure your application is deemed complete
Step 3: Provide all required information and pay plan check fees remotely per Public Works Land Development staff direction prior to any submittal
Step 4: Once your permit application is deemed complete and fees are paid, submit paper plans and any supporting documents to City Hall during normal business hours in accordance with the One Stop Shop Transmittal Form instructions below. Your plan check turnaround time will start once step 4 is completed on the next business day
Existing Permit Application Resubmittals with Paper Plans:
Step 1: When ready to resubmit paper plans, reach out to Land Development staff first to ensure you know exactly what to resubmit (sets of plans, supporting documents, forms, any fees due, etc.
Step 2: Once any fees due are paid remotely (if applicable) proceed to resubmit plans and supporting documents along with a completed One Stop Shop Transmittal Form during normal business hours. Your plan check turnaround time will start once step 2 is completed on the next business day

In addition to providing public information, we help you by issuing permits, processing plan drop-offs and pickups, handling research requests, explaining department services and directing you to appropriate Public Works contacts.
Behind the scenes, Land Development works closely with the Community Development department to provide Public Works conditions associated with Building & Safety permits and Planning cases. This includes subdivisions (Tract & Parcel Maps), lot line adjustments, rezoning, conditional use permits, design reviews, and new residential & commercial structures.
Did You Know?
Riverside Municipal Code requires private land developments to construct certain improvements to accommodate the proposed project and minimize the negative impacts caused by the development such as traffic, increased drainage and reduced water quality.
