Energy Delivery Organizational Assessment and Improvement Project

All correspondence, communications and contact in regard to any aspect of this solicitation or offers shall be with Dave Dewey, email: purchasing@riversideca.gov. The deadline for the submittal of questions shall be December 7, 2017 BEFORE 3:00 p.m. PST.

All Prospective Proposers submitting a proposal must be listed on the "Electronic Bidders List", by subscribing on the City's website www.riversideca.gov/bids. If the Proposer is not listed on the Electronic Bidders List the proposal will not be considered or accepted.

Proposals and all supplementary documents are to be uploaded and submitted at www.riversideca.gov/bids before 3:00 p.m. PST on December 21, 2017. The time and date are fixed and extensions will not be granted. Documents not received electronically before the event time will not be accepted. Hard copies will be rejected.

This Request for Proposals (RFP) is issued by the City of Riverside, through its Public Utilities Department, (RPU) to solicit proposals to engage the services of an executive-level consultant, with expertise in the operations of a municipally owned electric distribution system, to conduct an organizational assessment of RPU’s Energy Delivery Division, and to recommend improvements for implementation. The study will include staffing, organizational structure, efficiency of processes, and reporting in RPU’s Energy Delivery (ED) division. This project will focus on assessing and re-aligning the ED groups to improve communication and collaboration on capital improvement and other projects, and to improve day-to-day operations.
