Program Description

Whole House RebateRiverside Public Utilities Whole House Rebate Program is one of the most cost-effective ways to conserve energy and water. 

This program takes a whole-house approach to the energy and water efficiency rebates that RPU already offers, and provides a “one stop shop” for those who plan to apply for more than one efficiency rebate at the same time. 

By participating in at least two energy and/or water efficiency programs at the same time, the homeowner can make their home more efficient, and receive increased rebates back for doing so.

This program is geared toward home owners who are in the process of making major home improvements and for those making investment property improvements.

The Whole House Rebate Program is a Residential program offered by Riverside Public Utilities (RPU) to its customers only. RPU does not endorse or recommend specific contractors, brands, products or dealers. RPU does not guarantee the quality of any products or workmanship or provide any warranty on the work or products purchased.

How does the program work?

With this program, each type of rebate is assigned "efficiency points."  The more points earned, the higher the rebate that is received. 

Whole House Rebate Program Points System
The amount of points received determines the rebate levels as listed below:
1-6 Points receives 100% of listed rebate
7-9 Points receives 150% of listed rebate
10-14 Points receives 250% of listed rebate
15-29 Points receives 300% of listed rebate
30 Points or more receives 350% of listed rebate

Note: A minimum of two Energy and/or Water efficiency measures must be made at the same time to qualify for Whole House Rehabilitation Program rebates. Applications must be received within 90 days of purchase to qualify.

How do the points accumulate?

Whole House program rebate points are accumulated by taking advantage of two or more of Riverside Public Utilities qualifying rebate programs at the same time. The more programs utilized, the more points you accumulate, and the greater your overall rebates become!

Which current RPU rebate programs qualify for Whole House Rebates?

Only the following existing RPU rebate programs are eligible to receive Whole House program rebates. Note: You must fill out a Whole House Rebate Application when apply for increased rebates. Programs and rebate amounts may change at any time and without prior notice.

Whole House Rebate Program Guidelines:
  • All general guidelines and program specific guidelines are applicable to the Program unless otherwise amended or included below.
  • Customer may apply for a rebate only for cost of the materials. Labor costs are excluded from the rebate amounts.
  • The maximum dollar amount rebated per customer account in a 12 month period is limited to $7,000.  Rebates must be submitted within 90 days of purchase to qualify.
  • At least two (2) measures must be implemented simultaneously to apply for the Program.
  • Installation timeline cannot be invoiced more than 90 days apart to qualify for the Program.
  • Rebate will not exceed the cost of the measure(s) or 50% of total cost, whichever is greater.

Air Conditioning

Program Type: Energy Savings

Whole House Rebate Points Available: 3

Earn rebates of $200 per ton (maximum rebate of $1,000) for new or replacement installations of 14 SEER or greater central air conditioning units and heat pumps.

By installing an efficient air conditioning unit (14 SEER or above), you can save you as much as 15-20% in cooling costs each year.

Artificial Turf

Program Type: Water Savings

Whole House Rebate Points Available: 2 (per 500 square feet installed)

Earn rebates of $1 per square foot, up to $1,000, for replacing existing turf areas with artificial turf.

The installation of artificial turf at a typical home can conserve approximately 22,000 gallons of water per year.

Energy Star Appliances

Program Type: Energy Savings

Whole House Rebate Points Available: 1, 2, or 3 (per measure installed)

Earn cash rebates for buying energy efficient Energy Star rated Refrigerators ($200); Dishwashers ($50); Room Air Conditioners ($50); Ceiling Fans ($25); and Clothes Washers ($75).

Energy Star appliances use 10-50% less energy and water than standard models.

In order to receive the maximum points available for a new Energy Star refrigerator, you must recycle your old refrigerator, and provide proof of recycling from an authorized recycling center with your application.

High Efficiency Clothes Washer (HECW)

Program Type: Water Savings / Energy Savings

Whole House Rebate Points Available: 1

Earn an $80 rebate for purchasing an Energy Star rated High Efficiency Clothes Washer (HECW) with a water factor of 4.0 or less.

Clothes washers account for more than 20% of water used inside the home. HECWs use 30-50% less water per load, which also requires less detergent and softeners to be used.

High Efficiency Toilets (HET)

Program Type: Water Savings

Whole House Rebate Points Available: 1 (for each HET installed, limit 4)

Earn up to $95 back per High Efficiency Toilet (HET) installed that replaces a high water use toilet.

HETs are the new standard in water-efficient toilets and use only 1.3 gallons of water per flush (gpf) or less. There are also Dual Flush HETs that offer a separate low water use flush for liquids that only use between .8 to 1.1 gpf.

Pool Pump

Program Type: Energy Savings

Whole House Rebate Points Available: 2 or 3 (for one speed or two speed pumps)

Install a new high Energy Efficiency Pool Pump (EEPP) for an in-ground swimming pool or in-ground spa and receive rebates of up to $100 (one speed pump), or $140 (two speed pump).

EEPPs help reduce energy costs. Running pool pumps during off-peak hours can save additional energy and help lower electric bills.

Sprinkler Nozzles

Program Type: Water Savings

Whole House Rebate Points Available: 1 (per 10 nozzles installed, limit 30)

Receive rebates of up to $3.00 per qualifying water efficient sprinkler nozzle, up to $100.

Using pop-up sprinkler spray heads with water efficient sprinkler nozzles can save up to 6,600 gallons of water per nozzle over a 5-year period. New water efficient sprinkler nozzles apply water more evenly than older conventional spray nozzles, saving water and reducing the amount of run-off.

Tree Power

Program Type: Energy Savings

Whole House Rebate Points Available: 1 (per qualified shade tree, limit 5)

Earn up to $25 back for purchasing and planting qualified shade trees around your home, up to 5 trees for a total of $125.

Planting shade trees around your property can reduce the amount of energy you will use for cooling in the summer. In fact, it’s estimated that well-placed shade trees around a structure can reduce air conditioning or cooling costs by as much as 20%!

Waterwise Landscaping

Program Type: Water Savings

Whole House Rebate Points Available: 2 (per 500 square feet installed)

Receive rebates of 40 cents per square foot, up to $2,400, for replacing existing lawn areas with water efficient, California friendly plants.

By replacing large turf areas with drought tolerant, California friendly landscaping and using efficient irrigation, outdoor water use can be cut by 50%. That can add up to 1,800 gallons of water per month.

Weather Based Irrigation Controllers (WBIC)

Program Type: Water Savings

Whole House Rebate Points Available: 2

Earn $200 back for installing a Weather Based Irrigation Controller (WBIC), that automatically adjusts irrigation schedules in response to changing weather or environmental conditions.

Studies have shown that by using a WBIC a household can reduce their outdoor water use by about 20 percent! That translates into savings of about 40 gallons per day, or 14,600 gallons per year.

Weatherization

Program Type: Energy Savings

Whole House Rebate Points Available: 1 to 2 (depending on measure installed)

Earn rebates for installing energy efficiency measures in your home such as: Whole House Fans ($200, limit 1); Solar Attic Fans ($200, limit 2); Standard Attic Fans ($50, limit 2); Energy Star rated doors and windows ($1 per sq. ft); R-30 or greater attic insulation (15 cents per sq. ft); R-13 or greater wall insulation (15 cents per sq. ft.); Window film (50 cents per sq. ft.); Duct Insulation ($25 per run, $500 max.); and House Envelope Sealing and Duct Sealing (50% of cost, up to $350); and Cool Roof coatings or products (20 cents per sq. ft. flat/low slope / 10 cents per sq. ft. steep slope).

By utilizing one, or combinations of, the qualifying conservation efforts, homeowners can greatly increase the energy efficiency of their homes and reduce overall energy consumption.

General Program Guidelines
  • All programs are subject to fund availability and may be cancelled at any time.
  • Customer may apply for a rebate only for cost of the materials. Labor costs are excluded from the rebate amounts.
  • Customers must fulfill all Whole House program guidelines, RPU rebate program specific guidelines, and all general RPU program guidelines, to be eligible for incentives.

  • Please contact the Planning Department at 951-826-5371, if replacing windows on building older than 50 years, or within City Historic Districts.
  • Rebates are based on product cost only. Labor, additional parts and tax are excluded.
  • The level of incentive is based on size and or efficiency of the qualified product. Rebate amount cannot exceed the purchase price of the new product or 50% of the project cost, whichever is greater.
  • Rebates totaling up to $500 will automatically be refunded to customer account.
  • A copy of the dated sales receipt must be provided, and is subject to verification. The sales receipt must note all necessary information on the qualifying product. Including, but not limited to: make and model number or type, vendor, date, and price per qualifying unit.
  • Incentives are paid to installations on the existing building envelope. New construction does not qualify.
  • An inspection may be required prior to the issuance of the incentive.
  • Incentive will be paid to the electric customer of record only. An exception will be made if the tenant or renter provides proof of purchase.
  • Incentives are paid on a first come, first served basis and are subject to fund availability.
  • Qualified products must be installed and in operation at the customer's service address.
  • Customers are responsible for following program guidelines and checking with any state, county, city government and/or homeowner's association in reference to codes, ordinances, local conditions, restrictions, rules and regulations prior to installing any new equipment.
  • RPU reserves the right to determine product eligibility.
  • RPU does not endorse or recommend specific brands, products or dealers nor does it guarantee material or workmanship; acceptance of such is customer's responsibility.
  • In the event it is determined through inspection that the customer is not in compliance with the requirements of the program as set forth in the guidelines, RPU may recover the total amount of the incentive paid / rate reduction realized to customer for non-compliance. The amount shall be billed on the customer's regular utility billing from the City and shall be a part of customer's utility service charges payable to the City.
  • Customers participating in this program may be asked to complete a telephone/mail in survey that is used as a benchmark for energy savings attributed to the program.
  • RPU reserves the right to modify or discontinue this program without prior notice at its discretion.
