:: Net Energy Metering Agreement (NEM)
The Net Energy Metering Interconnection Agreement is applicable only to customers who operate Solar or Wind Turbine Electric Generating Facilities, and who satisfy all requirements of the definition of eligible Customer-Generator.

An eligible Customer-Generator is a residential, small commercial, commercial, industrial, or agricultural customer who uses a solar or wind turbine electrical generating facility, or hybrid system of both, with a capacity of not more than 1,000 kilowatts, that is located on the customer's premises, is interconnected and operates in parallel with the Utility's transmission and distribution facilities, and is intended primarily to offset part or all of the customer's own electrical requirements on the premises.

Within 30 days of receipt of the application, the City of Riverside Public Utilities will respond by either approving the application or notifying the applicant of additional information required or other deficiencies in either the application or the proposed installation that must be corrected.

What Do I Need to Do?

Fill out the NEM Agreement completely, including Exhibit A, sign, and mail to:

Program Requirements:
  • Rule 22 describes the interconnection, operating, and metering requirements in detail for all types of generating facilities besides NEM generators which are limited to PV and wind turbines. Click Here for Rule 22 (PDF)

  • If you install a Photovoltaic (PV) system within the City of Riverside Service Area, you will need to get all the regularly required building permits from the City of Riverside Building Division (951) 826-5697.

  • Public Utilities Engineering Division must approve the interconnection schematic and review the technical specifications on the inverter to verify that it meets safety requirements.

  • You are required to sign a Net Metering Energy Interconnection Agreement. The applicable rate is detailed in the NEM Rate Schedule Click Here (PDF)

  • Before authorizing to parallel to the grid, successful parallel and shutdown tests must be verified by the City of Riverside Public Utilities Department.
