| :: High Efficiency Toilet (HET) Incentive Program |
 The High Efficiency Toilet (HET) Incentive Program is a water conservation rebate program that offers Riverside Public Utilities' customers a chance to replace high water use toilets, or upgrade Ultra Low Flush Toilet models, with water saving HET models.
HETs are the new standard in water-efficient toilets and use only 1.3 gallons of water per flush (gpf) or less. There are also Dual Flush HETs that offer a separate low water use flush for liquids that only use between .8 to 1.1 gpf.
Funding for the HET program comes from the Metropolitan Water District of Southern California Residential High Efficiency Toilet Incentive Program provided to Riverside Public Utilities through an agreement with Western Municipal Water District. Program participation is subject to funds available.
In addition to the cash benefits you can receive for replacing older high water use fixtures with HETs, you'll also benefit from the reduced water use inside the house – up to 4,000 gallons per year!
That will translate into savings on your RPU water bill.
Riverside Public Utilities' water customers can receive rebates of up to $160 for purchasing and installing a qualified High Efficiency Toilet (standard or dual flush) that replaces an older, high water use toilet that uses 3.5 gpf or more.
Rebates of $25 are available for RPU water customers who upgrade 1.6 gpf Ultra Low Flush Toilets for new HET models that use 1.3 gpf or less.
Rebates are limited to four new HET installations or four HET upgrades per account.

- Customers must fulfill all program guidelines, program specific and general RPU program guidelines, to be eligible for incentives.
- The level of incentive is up to $160 per qualified HET’s replacing high use toilets (built before 1994), and up to $25 to upgrade existing 1.6 gpf Ultra Low Flush Toilet units with qualified HETs. Rebate amounts can not exceed the purchase of the new unit.
- HET must be rated at 1.3 gallons per flush (gpf) or less.
- Incentives are given on a first-come, first-served basis. Rebate claims must be made within 90 days of HET purchase date shown on HET purchase receipt. Toilets must be installed before rebate is issued.
- Incentive will be paid to the RPU residential water customer of record only. An exception will be made if the owner of the HET provides proof of purchase.
- A minimum of 98 percent of the HET's rebated must be verified
as installed at the residential address recorded for installation.
Riverside Public Utilities will randomly select participating
customers for telephone surveys or in-residence inspections.
