Riverside Public Utilities (RPU) is proposing the Subtransmission Project (STP). This project will re-enforce the eastern side of RPU’s electrical supply network. It will resolve critical infrastructure and capacity deficiencies in RPU’s 69,000-volt (69 kilovolt or 69 kV) subtransmission network in order to maintain reliable electric service. STP would primarily consist of new double-circuit 69 kV sections of subtransmission lines and upgrades to eight existing associated substations. The net result will be the addition of approximately 3.9 miles of 69 kV subtransmission line and re-arrangement of others to enhance the subtransmission connection between the Riverside, La Colina, Springs and University Substations. As a part of the project, utility poles will be added and/or relocated along the proposed subtransmission line route.
Located in eastern City of Riverside, the project area is bordered on the west by State Highway 91 and on the east by Interstate 215. The alignment for the proposed subtransmission line generally runs east-west between the two highways along Commerce, 10th, Victoria, 11th, Sedgwick, 12th streets and through the University of California Riverside (UCR) West Campus. The line also runs north-south along Chicago between 12th and 1200 feet south of Martin Luther King (MLK) Boulevard, and adjacent to the west side of Interstate 215, between the UCR campus and El Cerrito Drive.
The subtransmission line construction is composed of three separate segments. The first segment would extend from Riverside Substation (9th and Vine Streets) to intersect with an existing line within the UCR agricultural operations area, south of MLK Blvd and west of Canyon Crest Drive. The second segment would intercept existing lines approximately 900 feet northwest of University Substation and would run southeast, parallel and adjacent to Interstate 215 to the substation that is on the UCR West Campus. The third segment would intercept existing lines within the UCR agricultural operations area south of MLK Boulevard and west of Canyon Crest Drive and would travel east to Interstate 215, and then continue southeast parallel and adjacent to the freeway for approximately 1/2 mile to El Cerrito Drive, connecting to an existing 69 kV subtransmission line approximately 300 feet east of El Cerrito Drive.
HAZARDOUS WASTE SITES: Pursuant to Section 15087c6 of the Guidelines for California Environmental Quality Act the City acknowledges the presence of hazardous waste sites adjacent to the project area reviewed by this Mitigated Negative Declaration.
PUBLIC HEARING: On September 22, 2009, the City of Riverside City Council held a formal public hearing on the above noted project and approved the Mitigated Negative Declaration for the project.
