Girish Balachandran is a 24-year veteran of California municipal utilities (including water, electricity and natural gas). Currently he is the General Manager of Riverside Public Utilities (RPU), which serves electricity to approximately 105,000 customers and water to approximately 65,000 customers, and is one of the largest municipal utilities in California.
Since joining RPU in 2014, Balachandran has initiated a number of innovative and collaborative processes focused on the following priorities: rebuilding aging water and electrical infrastructure, utilizing advanced technology to improve service delivery and customer satisfaction, developing the workforce to meet new skills needed in the utility of the future, and developing business models for the utility to adapt and thrive in a an uncertain environment.
Before joining RPU, Balachandran served as General Manager of Alameda Municipal Power (AMP) for seven years. Balachandran led a series of changes that resulted in AMP’s #1 rating in residential customer satisfaction after years of steady improvement, bond-rating increase from A- to A+, and selling a failing telecom system to end years of financial losses.
Prior to his tenure in Alameda, Balachandran served in a variety of capacities with the City of Palo Alto Utilities, including Assistant Director of Utilities, Resource Management. He started his career as an analyst with Pasadena Water and Power after obtaining his Masters in Electrical Engineering from University of California, Los Angeles.
Deputy General Manager
Kevin S. Milligan was named the Deputy General Manager for Riverside Public Utilities in December 2014. He started his career with RPU in 1984 as an entry level engineering aide, advancing steadily to principal water engineer before joining the executive management staff in 2005.
He is a registered professional engineer and holds a Bachelor of Science in Civil Engineering from California State Polytechnic University, Pomona, and a Master of Business Administration degree from the University of Redlands.
Milligan is a lifelong resident of Riverside. He attended local Riverside schools and graduated from Arlington High School.
He is active in local, regional, and national water industry groups, including the Water Management Committee of the Association of California Water Agencies and the Management and Regulatory Committees of the Association of Metropolitan Water Agencies. He is a member of the American Water Works Association, the American Society of Civil Engineers, Engineers Without Borders – USA, and the Environmental and Water Resources Institute.
He currently serves on the board of directors for the Gage Canal Company and the Meeks and Daley Water Company. He is also a member of the San Bernardino Valley Municipal Water District Advisory Commission on Water Policy.
Assistant General Manager | Finance & Administration
Laura Chavez-Nomura is the Assistant General Manager, Finance/Administration for Riverside Public Utilities. Her areas of responsibility currently include overseeing all utility financial-related activities, including operating and capital budgets, accounting and financial reporting, financial forecasting, bond issuances, internal and external audits, rate administration and rate structuring, and utility billing.
Chavez-Nomura started her public service career in 1998 when she joined RPU as a Principal Analyst for finance and rates. Before serving in her current role, Chavez-Nomura also served as Finance Director for the California cities of Hemet and Irwindale and also served as the Controller for the City of Riverside.
Prior to joining public service, Chavez-Nomura worked as an audit manager for McGladrey & Pullen, LLP, a national accounting and management consulting firm that operates through 90 locations in the United States. Her primary focus was local government: cities, special districts and joint powers agencies.
Chavez-Nomura holds a Bachelor of Arts degree in Accounting from California State University, Fullerton, and is a Certified Public Accountant. Chavez-Nomura serves on various committees of the Southern California Public Power Authority, the Intermountain Power Project, and San Onofre Nuclear Generating Station.
She is member of the American Institute of Certified Public Accountants, California Society of Certified Public Accountants, Government Finance Officers Association, and is the current President of the California Society of Municipal Finance Officers Association.
Assistant General Manager | Resources
Daniel E. Garcia is the Assistant General Manager, Resources for Riverside Public Utilities. His areas of responsibility currently include resource planning, strategic analytics, market operations, power generation, contracts (energy, gas and transmission), joint projects, and regulatory compliance relating to wholesale energy and transmission activities under the Federal Energy Regulatory Commission, California Independent System Operator, California Energy Commission and North American Electric Reliability Corporation.
Garcia has more than 30 years of experience in the electric utilities industry. He started his utility career in 1984 as an Engineering Aide and has held various positions including System Power and Gas Dispatcher, Power Scheduler, Bulk Power Manager, and Power/Gas Procurement Manager. He joined the City of Riverside in 2007 and has served in various roles including Market Operations Manager, Interim Planning Manager and Utilities Scheduler/Trader.
Garcia Holds a Bachelor of Science degree in Business Management from Woodbury University.
Garcia serves on various committees of the Southern California Public Power Authority, the Intermountain Power Project, Western System Power Pool, Western Electric Coordinating Council, San Onofre Nuclear Generating Station, and the Mead-Adelanto and Mead-Phoenix Transmission projects. He is a member of the American Power Dispatchers Association.
Assistant General Manager | Energy Delivery
George Hanson was appointed the Assistant General Manager – Energy Delivery for Riverside effective January 1, 2017. Hanson has been with RPU since June 2010, and has served in a variety of roles for the utility including Engineering Manager and Electric Field Manager.
Prior to joining RPU, Hanson was the Electric Utility Manager for the City of Moreno Valley from 2007 until 2010. Hanson started his municipal career at the City of Corona, when he served as Assistant General Manager. Prior to that, Hanson worked nearly 10 years at Southern California Edison. He holds a Bachelors of Science degree from University of California Irvine and a Master of Science Degree from California State University Long Beach in Civil Engineering.
George is involved in several professional organizations and is currently a member of the Board of Directors for California Utilities Emergency Association. George is a registered Professional Engineer in California.
George has provided leadership and guidance helping RPU with multiple energy delivery related projects such as the Subtransmission Project, Casa Blanca Substation, and Riverside Transmission Reliability Project.
Assistant General Manager | Water
Todd Jorgenson has served as the Assistant General Manager - Water for Riverside Public Utilities since October 2015. Jorgenson has been with RPU since July 2004, and has served in a variety of roles for the utility including: Senior Engineer, Principal Engineer, Water Operations Manager, and Water Engineering Manager.
Prior to joining RPU, Jorgenson held engineering positions at the Coachella Valley Water District and at Kleinfelder, Inc., in San Diego, CA. He holds a Bachelor’s of Science and a Master of Science degree in Civil Engineering from Brigham Young University and a Master of Business Administration degree from California State University San Bernardino.
Todd is involved with several professional organizations and is currently on the governing board of the California-Nevada Section of the American Water Works Association. He is also a California Professional Engineer and holds Level 2 certification in Water Distribution and Water Treatment from the California Department of Public Health.
Todd has provided leadership and guidance to promote forward thinking initiatives such as the water system automation project, the operational database management system and the water energy management master plan.
Assistant General Manager | Operational Technology
Mujib Lodhi joins RPU from Washington Suburban Sanitary Commission (WSSC) with more than 20 years of experience in information technology management and leadership roles in academia and the water/wastewater industry. His strength will be strategic guidance on technology initiatives to help RPU meet its objectives for the coming year and beyond.
Lodhi has a strong record of delivering real business value in the public utilities sector having developed and successfully executed on Strategic Technology Plans similar to the Utility 2.0 -10 year technology plan, bringing large scale public utilities into the 21st century.
As a senior executive with DC Water, the world’s largest advanced wastewater treatment facility and WSSC, the 8th largest water utility in the United States, his leadership and innovation have been major factors enabling these organizations to leverage technology for improved business performance and customer services.
He is considered a leader in the water utility industry on achieving the benefits of advanced data analytics and co-authored a paper on advanced analytics with a distinguished group of IBM Research Scientists in smart city initiatives.
He has served on, Tivoli advisory board, and The Arc of Prince George’s County board: world’s largest grassroots organization committed to the welfare of people with developmental disabilities and their families.
Lodhi has numerous awards, including seven (7) CIO 100 Awards, Computerworld's Premier 100 IT Leaders - lifetime achievement award, several other awards as Laureate in the Computerworld Honors Program and several GIS/ESRI Special Achievement awards among others.
Lodhi holds a B.S. from the University of Indianapolis in Management Information Systems. He has also completed graduate course work in Leadership from Nyack College, the Management Development Program (MDP) from Harvard's graduate School of Education and Leadership and Strategic Management program from Cornell University.
