Code Enforcement officer arrested in bribery sting
Riverside, Ca- A City of Riverside Code Enforcement officer, on the job less than one year, was arrested Tuesday night on charges of bribery and extortion for allegedly accepting cash payments from an Arlanza-area resident to overlook code violations and pressuring the resident to pay an acquaintance of his for repair work.
Adolfo HERNANDEZ, 53, was arrested shortly after 5 p.m., October 17, following a sting operation conducted by the Riverside Police Department. Hernandez was hired by the City of Riverside on February 3, 2006, as Code Enforcement Officer I.
Investigation to date indicates that Code Enforcement contacted the 31-year-old Spanish-speaking victim in June regarding structural issues around her home \and other code violations. Hernandez allegedly initiated, negotiated and accepted a $300 cash bribe in June, and accepted another $300 in August. Hernandez also recommended a contractor who was personal acquaintance of his who could do repair work. The contractor allegedly demanded and was paid a $1,000 payment for an estimate. Hernandez pressured the victim to hire the contractor. She did not hire the contractor.
On October 11, the victim contacted a City of Riverside operator to report her concerns. On Tuesday evening, October 17, Hernandez again met with the victim, accepting $120 in cash, monitored by Riverside Police detectives.
The investigation continues. There is only the one known victim at this time. The contractor has not yet been identified.
