Massage Permits

All massage technicians and all massage establishments are required to comply with the city of Riverside Massage Ordinance (Riverside Municipal Code Section 5.52). Subsequently, approvals for massage technician certificates of registration approvals and massage establishment permits are granted subject to compliance with this ordinance.

I am a massage technician/massage practitioner and want to work in the City of Riverside. Do I need a certificate of registration?

Yes. Persons wishing to practice massage within the City of Riverside are required to obtain a certificate of registration unless they fall within an exception outlined in Riverside Municipal Code Section 5.52.030.

I am a massage technician and I currently hold a state license issued by the California Massage Therapy Council. Do I still need to apply for a City of Riverside certificate of registration?

The holder of a valid state license for massage is exempt from the application process.  However, the state license holder must provide the following information to the Police Department fourteen (14) days prior to providing a massage: (1) A copy of a valid certificate issued by the California Massage Therapy Council; (2) the name and address of the massage establishment where the massage technician will be working; and (3) identification and contact information.

I am a massage technician and I currently hold a Riverside County Massage Technician Permit. Do I still need to obtain a certificate of registration?

What are the massage Permit fees?

The fees for the applications/renewals are as follows:

Massage Establishments

New Application (per owner)

$919 plus applicable DOJ Fingerprint fee

Renewal Application

$584

NOTE:  Every massage technician employed by the establishment must hold a valid City of Riverside Certificate of Registration or a valid certificate issued by the California Massage Therapy Council.

$217 plus applicable DOJ Fingerprint fee

NOTE:  Massage technicians who hold a valid certificate issued by the California Massage Therapy Council are exempt from paying any application fee.

Is a business license tax certificate required?

Yes, anyone conducting business within the City of Riverside must maintain a business license tax certificate as outline in the City municipal code.  More information regarding business license tax certificates can be found at http://www.riversideca.gov/finance/license.asp.

Am I required to renew my Massage Technician Certificate of Registration and/or Massage Establishment Permit every year?

Yes. Applications for renewal must be submitted prior to the expiration of the previously issued Massage Technician Certificate of Registration or Massage Establishment Permit.  If the yearly fee is not paid on time, the account will become delinquent and will subsequently be closed. Please note that the city of Riverside will not re-activate a delinquent account once it has been closed. Once the account is closed, the applicant will need to re-apply and pay the new applicant fees to obtain a Certificate of Registration or Massage Permit within the city of Riverside. Be advised that practicing massage without a valid Certificate of Registration and/or operating a massage establishing without a valid Establishment Permit is a violation of the Riverside Municipal Code and is punishable by law.
