Massage Permits
All massage
technicians and all massage establishments are required to
comply with the City of Riverside Massage Ordinance
(Riverside Municipal Code Section 5.52). All massage
technician certificate of registration approvals and massage
establishment permit approvals are granted subject to
compliance with this ordinance.

I am a massage technician and I currently hold a state license issued by the California Massage Therapy Council. Do I still need to apply for a City of Riverside certificate of registration?
The holder of a valid
state license for massage is exempt from the
application process.
However, the state license holder must still,
fourteen days prior to providing massage, provide the
following information to the Police Department:
(1) a copy of a valid certificate issued by the
California Massage Therapy Council; (2) the name and address
of the massage establishment where the massage technician
will be working; and (3) identifying and contact
information.
I am a massage technician and I currently
hold a Riverside County Massage Technician Permit. Do I
still need to obtain a certificate of registration?

massage technician employed by the establishment must hold a
valid City of Riverside Certificate of Registration or a

NOTE: Massage technicians who hold a valid certificate issued by the California Massage Therapy Council are exempt from paying any application fee.
Is a business license tax certificate required?
Yes, anyone conducting business within the City of Riverside
must maintain a business license tax certificate as outline
in the City municipal code.

Am I required to renew my Massage
Technician Certificate of Registration and/or Massage
Establishment Permit every year?
Yes. Applications for renewal must be submitted prior to the expiration of the previously issued Massage Technician Certificate of Registration or Massage Establishment Permit. The account will become delinquent if the yearly fee is not paid. Once an account is declared delinquent it will be closed. If an account is closed, one will need to restart the entire process if to re-obtain a certificate of registration or massage permit with the City of Riverside. The City will not reactivate a delinquent account once it has been closed. Practicing massage without a valid certificate of registration or operating a massage establishing without a valid establishment permit is a violation of the Riverside Municipal Code.
