Status
At 9:50 a.m., March 2, 2006, the
Honorable Sharon Waters, Presiding Judge of the Riverside County
Superior Court, dissolved the Stipulated Judgment between the Attorney
General for the State of California and the City of Riverside Police
Department.
Present for the proceedings were Riverside Police Chief Russ Leach, City
Attorney Greg Priamos, Senior Assistant Attorney General Louis Verdugo
and the Attorney General’s consultant, Joseph Brann.
Origin
On March 5, 2001, the City of Riverside and the California State Attorney General entered into a stipulated judgment filed with the Superior Court of the State of California, Riverside County, Case Number 355410. The stipulated judgment resulted from an investigation by the Attorney General of past patterns and practices of the Riverside Police Department.
The agreement to initiate specific reforms, plans, and policies were detailed in the injunction. The terms of the stipulated judgment include approximately twenty-two tasks to be completed at intervals of three, six, and twelve months beginning at the time of the court filing. Upon full completion of each task to the satisfaction of the City of Riverside and the Attorney General, the City may request a written confirmation of compliance from the Attorney General.Task Force
On March 5, 2001, the Police Department created the Attorney General Compliance Task Force within the Office of the Chief of Police. The Task Force is staffed by a lieutenant, sergeant, two detectives, and an administrative analyst. These positions were transferred from other duties throughout the department. An overfill for the sergeant position was approved and assigned to the Field Operations division.
Mission
The mission of the task force is to coordinate resources to facilitate full and timely compliance with the stipulated judgment. The task force works directly for the Chief of Police and consults with the City Attorney and the Attorney General’s Office in developing program and policy reforms.
