Pedestrian Mall History
  • Conceived in the late 1950s and early 1960s


  • The mall was to be anchored by the civic center and the convention center / hotel complex, both built following completion of the project


  • Main Street was closed to vehicular traffic from 6th to 10th


  • Work began in 1965 and the mall was dedicated on November 23, 1966

Pedestrian Mall History
  • Since opening in 1966, the pedestrian mall has not undergone any major renovations


  • Repairs and modifications have been intermittent and have not been consistent with the original design


  • The proposed project will retain certain familiar elements including the clock tower and various monuments


  • Care has been taken by the designers to be respectful of the pedestrian mall’s history

  • Today’s Recommendations are for Appropriations Totaling $9,888,000 Including:


    • $6,900,000 for Construction
    • $690,000 for Construction Engineering and Inspection
    • $650,000 for the Shade Structure for the Civic Plaza and Various Art Elements
    • $1,648,000 Project Contingency (20%)

Recommendations
  • Appropriate $9,888,000 to the Mall Rehabilitation Project Account No. 9801400-463406 from Proceeds of the 2007 Certificate of Participation Issuance to fund construction, additions, engineering, inspections, and 20% project contingency for the Main Street Pedestrian Mall rehabilitation improvements.


  • Award a contract for construction services to Elite Bobcat Services for $6,900,000 (Bid No. 6521).


  • Authorize the City Manager, or his designee, to execute any and all documents on behalf of the City, including making minor, non-substantive changes necessary to award this contract and complete the project.
