The
Sewerage Systems Services Program provides for the collection,
treatment and disposal of all wastewater generated within the
City of Riverside and complies with State and Federal requirements
governing the treatment and discharge of wastewater. Primary,
secondary and tertiary treatment of wastewater from Jurupa, Rubidoux,
and Edgemont Community Services Districts is also provided.
Administration
and Support:
The
Administration and Support program is responsible for providing
the management necessary to assure the effective and efficient
operation of the Sewerage Systems Division to demonstrate compliance
with the National Pollution Discharge Elimination System permit.
This includes coordination with the EPA, Air Quality Management
District, the Regional Water Quality Control Board and other regulatory
agencies. Sewer systems complaints are also handled by this section.
Another responsibility of this section is to implement capital
improvement programs and safety and training programs to comply
with government regulations.
Collection
Systems Maintenance:
The
wastewater collection system includes over 1,100 miles of gravity
sewers ranging in size from 6 to 48 inches in diameter. The system
also includes eighteen wastewater pump stations, three of which
are storm water pump stations. Most of the wastewater lift stations
are designed for flows of 100 to 400 gpm. There are two large
lift stations with design capacities in excess of 2,000 gpm. The
three storm water pump stations have design capacities of approximately
500 gpm each.
Treatment
Services:
The
Treatment Services program is responsible for providing the effective
treatment of all domestic and industrial wastewater generated
within the City of Riverside and in the Rubidoux, Edgemont and
Jurupa Community Services Districts. This entails the continuous
efficient operation of the primary, secondary and tertiary treatment
plant to produce high quality treated effluent that complies with
100% of all state and Federal requirements. Current flow treatment
is approximately 30 million gallons per day.
Industrial
Waste Inspection:
The
Industrial Waste Inspection program is responsible for the enforcement
of Federal, State and local regulations that pertain to the quality
of industrial, commercial and industrial wastewater discharged
into public sewer lines for reclamation at the City's Water Quality
Control Plant. The program also includes responsibility to oversee
the implementation of Edgemont, Jurupa, and Rubidoux Community
Services District's (CSDs) pretreatment program. Included in this
responsibility, is the implementation and enforcement of the City's
Industrial Pretreatment Program Ordinance No. 5810. The overall
pretreatment program performs the following required functions:
permitting, plan check, inspections, sampling, investigations
for prosecution, sewer service charge reviews, surcharge and special
billing, meeting annual and quarterly State EPA reporting requirements,
revision of Sewer Use Ordinance 5810 and developing and implementing
a Pollution Prevention Program.
Plant
Maintenance:
The
Water Quality Control Plant covers over 120 acres and includes
over 4,000 pieces of mechanical and electrical equipment. Almost
every type of pump and valve used in the wastewater industry can
be found at the plant. Motors range in size from 500 hp down to
1/4 hp. Electrical instrumentation and controls range from old
relay logic panels to modern PLC based systems to a state-of-the-art
DCS control system. New construction is adding to the number and
variety of equipment maintained at the plant. Projects to upgrade
and replace old equipment are simplifying operation and maintenance
and reducing the operational cost of the plant.
Laboratory
Services:
The
Laboratory Services Program provides technical support for the
Sewerage Systems Service Program and for Jurupa, Rubidoux, and
Edgemont Community Services Districts. Analytical services provided
include chemical, biological, microbiological analyses.
