Riverside employs 100 permanent crossing guards and 10
substitutes at a cost of $500,000 annually. These crossing
guards are placed at 93 locations to help students get to school and
home again safely each day. The two newest locations to be assigned
crossing guards are Orange Terrace Parkway and Silk Oak Drive, and
Philbin Avenue and Rutland Avenue.
U-turns, you can cross the centerline of the street to make a
u-turn. In a business district you can't make a u-turn
except at an intersection and in a residence district you can
make a u-turn if no other vehicle is approaching within 200 feet.
Setting the Speed Limit - An engineering and traffic survey
is conducted using a sampling of the speeds of 100 vehicles.
The highest speed that 85% of the vehicles are traveling is
determined by the survey. This is called the 85th percentile
speed. This 85th percentile speed is used as a guideline in
determining the speed limit.
The speed determined by the 85th percentile can be adjusted downward
based on curves in the road, pedestrian activity, road surface characteristics and other roadway conditions.
Many people that have attended
traffic school in the past were told that speed surveys are
valid for enforcement purposes for 5 years. Changes in the
Vehicle Code now make our speed surveys valid for 7 to 10 years.
