PLEASE NOTE: The scheduled hearing times are approximate. No item will be heard before its scheduled time, but may be heard later in the meeting.

Oral communications from the audience relating to any of the agenda items are limited to three minutes, and you will be asked to state your name and city of residence.

City Planning Commission action on all items may be appealed to the City Council within ten calendar days for zoning cases and fifteen calendar days for maps. Contact the Planning Division for further information.  State law restricts the City Planning Commission from taking action on an item unless it has been included on an agenda and posted at least 72 hours in advance of a meeting, or unless the matter falls within one of the narrow exceptions. Consequently, any item not listed on this agenda will normally have to be delayed until the item can be made part of a posted agenda. Additionally, significant changes to a project made subsequent to posting of the agenda and not addressed in the City Planning Commission staff report will result in continuance of that item in order to allow for adequate review by the Commission.

This is the portion of the meeting specifically set aside to invite your comments on matters of interest to the Commission, including items on the Consent Calendar.

This portion of the agenda will be limited to a cumulative total of 15 minutes, with individual speakers limited to a maximum time limit of 3 minutes. Further discussion of any matter beyond 15 minutes will be continued to following the public hearing calendar or scheduled for a later agenda. If there is no one from the audience wishing to speak, the Commission will move to the Consent Calendar.

Materials related to an item on this Agenda submitted to the City Planning Commission after distribution of the agenda packet are available for public inspection in the Planning Division office during normal business hours.

9 A.M.--PUBLIC HEARINGS

1.  PLANNING CASE P11-0846: Proposal by Mark Canessa of Pinot Holdings LLC on behalf of Merritt Diversified L.P. for consideration of a Conditional Use Permit to establish an indoor trampoline facility (Sky Zone) within an existing approximately 34,000 square foot industrial warehouse building at 4031 Flat Rock Drive, situated adjacent to the intersection of Flat Rock Drive and Warm Springs Road in the BMP-SP – Business and Manufacturing Park and Specific Plan (La Sierra University) Overlay Zones, in Ward 7. 2.  PLANNING CASE P10-0316:  Proposal by the City of Riverside to amend the Public Safety Element, the Open Space and Conservation Element, and the Public Facilities and Infrastructure Element of the General Plan 2025 to implement the requirements of California State Assembly Bill No. 162 (AB 162) and to incorporate technical and clarifying changes to the General Plan 2025 Program. MISCELLANEOUS PLANNING AND ZONING ITEMS

3.  DESIGN WORKSHOP FOR PLANNING CASES P12-0020, P12-0021 AND P12-0022:  Proposal by Adrian Peters, Southern California Design, LLC on behalf of  Riverside County Economic Development Agency for a General Plan Amendment (P12-0021), a Rezoning request (P12-0022) and the Design Review of a plot plan and building elevations (P12-0020) to establish a 102 unit affordable multi-family residential development.  The 102-unit apartment complex will include eight two-story buildings, a community center, various recreational amenities and 197 parking spaces on an approximately 9.7 acre vacant site, located on the southwest corner of Harrison Street and County Farm Road, currently in the O-Office, Four-Story Height Overlay Zones, and in Ward 6.  Contact Planner:  Yvette Sennewald (951) 826-5168   ysennewald@riversideca.gov
