Jack B. Clarke Award
This award was established in 1996 to commemorate the late Councilman Jack B. Clarke, Sr.’s vision of building neighborhood relationships and bringing neighborhoods together for the betterment of the City of Riverside.
The Jack B. Clarke Good Neighbor Award gives you an opportunity to recognize residents for their acts of goodness and call attention in a positive way to the benefits of being a good neighbor.
Award Criteria
A “Good Neighbor” is someone who is making a difference in the neighborhood by:
- Caring for neighbors
- Supporting neighborhood projects
- Working to strengthen neighborhood ties
- Enhancing the beauty of the neighborhood

2009 Neighborhood Spirit Awards
Seven neighborhood groups, one for each ward in the city, were recognized for their extraordinary commitment, accomplishments, creativity and resourcefulness as organized neighborhood groups.
Ward 1 -
Whipple Road Crew Event/Project
– Whipple Road Block Party in which over 300 neighbors came out
and participated in the pot luck event.

Ward 2 -
Prince Albert Drive Neighborhood
Association Event/Project – National Night Out potluck held on
Tuesday, August 5, 2008, for the neighborhood.

Ward 3 -
Crowell/Sherwood Neighborhood
Group Event/Project – Neighborhood clean-up in which over 40
neighbors participated. After the clean-up, the neighborhood
gathered for a potluck to celebrate the group’s accomplishment.

Ward 4 -
C.O.P. Event/Project – Program
developed by residents called “C.O.P.” which stands for
Community Observation Program. The program was designed to
increase awareness, community safety, and enhance communication
between the community, City Hall and the Police Department.

Ward 5 -
Arlington Business Partnership
Event/Project – Annual Chili Cook-off held annually in May. The
local businesses and neighbors host a free event in which over
2,300 people participate.

Ward 6 -
Residents for Responsible
Representation Event/Project – Group hosted “Crime Fight”
meeting, in which over 45 neighbors gathered to learn
information about crime prevention and personal safety using
humor.

Ward 7 -
Rancho La Sierra Neighborhood
Watch Event/Project – Community-Police Neighborhood Walk-About
in which neighbors, the Police Department, and Code Enforcement
gathered and walked the neighborhood streets, encouraging
neighbors to show neighborhood pride and spirit.
