Meet the Commissioners

Georgia Warnke (Chair)

Georgia Warnke moved to Riverside in 2005 after commuting from South Pasadena for 12 years. In addition to being a relatively new but very proud member of the Riverside community, she is Distinguished Professor of Philosophy at UC Riverside and Associate Dean for Arts and Humanities.

Her books include Justice and interpretation (MIT Press, 1992), Legitimate Differences: Interpretation in the Abortion Controversy and Other Public Debates (UC Press 1999) and After Identity: Rethinking Race, Sex and Gender (Cambridge University Press, 2007). AT UC Riverside, Warnke has worked on helping to diversify the faculty, to provide leadership opportunities for students and to increase student engagement.

UC Riverside is the jewel of the University of California system, the most diverse campus in the system and one of the three most diverse research universities in the United States. Its faculty includes two MacArthur "genius" award recipients, some of the most honored creative writers in the country and a slew of scientists working on sustainability projects. For these and countless other reasons, the university is a resource for the city of Riverside just as the city of Riverside is a resource for the University. As the University moves forward with its new medical school as well as with UCR Artsblock in downtown Riverside, Warnke hopes the city and the university will continue to have many opportunities to work together.

Lorraine Saint (Vice-Chair)

Lorraine Saint was born and raised in the city of Riverside and as a graduate of the United Way's Blueprint for volunteer Diversity, Lorraine fosters a strong sense of pride in continuing to volunteer, work, and live in Riverside. She currently serves as Executive Director for the Greater Riverside Hispanic Chamber of Commerce, and is pursuing her MBA at the University of Redlands, School of Business at the Riverside Campus.

In her first year as a Human Relations Commissioner, Lorraine has committed to serving as the chairwoman of the new "Community Response Working Committee.

David Chandler (Parliamentarian)

David and wife Carlease are 40 year residents of Riverside. They relocated to Riverside from Fort Wayne, Indiana in 1970. They have two children, Nicole and Patrick. Both raised and educated in Riverside schools. The special place in David’s heart is occupied by four year granddaughter, Mahalia.

David retired as a Financial Advisor after 16 years with Ameriprise Financial Services and 19 years with Security Pacific National Bank as a banking office manager in the Riverside and San Bernardino areas.

David holds a certificate in banking and finance from UCLA. He has volunteered his time with several community based organizations including the YMCA of Riverside City and County, the African-American Historical Society and the city of Riverside Library Adult Literacy Program. He has also devoted time to organizing the neighborhood association in his neighborhood and has helped develop neighborhood improvement programs. David has also been a volunteer on other city boards and commissions.

Kim Foreman

Kim Foreman grew up in Riverside and is a proud graduate of North High School, UC Riverside (B.A. Geography) and Cal State San Bernardino (M.A. Communications). She is now the proud parent of two adult children who are graduates of Ramona High School and are currently attending RCC.

Kim is Director of Community and Resource Development at Inland Agency, a nonprofit organization that has programs in Riverside, San Bernardino, Inyo, and Mono Counties. At Inland Agency she writes grants and assists with fundraising. In previous career incarnations she has been a reporter for the San Bernardino Sun, a technical writer and editor for TRW aerospace division, and a public participation specialist with the California EPA and the Air Quality Management District. She is happy to finally be in the nonprofit world, working with some of the finest people in our community.

Being on the Human Relations Commission has long been a goal for Kim. Her mother, June Foreman, was one of the founding members and Kim is grateful for the opportunity to carry on her mother's tradition of serving the people of Riverside.

Beth Hill Skinner

Beth Hill Skinner has called the community of Riverside "home" since 1984. As an educator at several universities in the area, as well as Riverside Community College, she has the opportunity to hear from individuals of many diverse backgrounds and socio-economic groups. The diversity of culture and ethnicities are what make Riverside so attractive to Beth. For over 12 years she worked for the multi-cultural Diocese of San Bernardino as a project manager of small communities. Her work with a full range of socio-economic and multi-lingual groups included communication training, facilitator skills workshops, conflict communication, conflict management training, and leadership skills training.

She has been a small business owner, worked in the television industry, is a veteran of the U.S. Army and is well- traveled. She speaks German, Spanish and is learning Arabic. Beth is a graduate of the University of California, Riverside and University of Notre Dame in Indiana. She is also the author of the “Off To College” book series. She is currently writing a book on Islam and Iraq.

Pamela D. Brown

Pamela was born in Akron, Ohio, and moved to Riverside with her family in 1958. After receiving her BA in Psychology from UC Riverside, she began working with the Head Start Program in San Bernardino County, where she is currently the Coordinator of Staff and Parent Development. She is a contracted Federal Reviewer for the Head Start Program, which involves travel to programs across the country for compliance reviews. She received her MA in Marriage, Family and Child Counseling from Chapman University.

She has worked with several community theaters in the Inland Empire, both on and off stage, serving on the Board of Directors and as Board Chair at the Fontana Mummers Community Theatre. After living in San Bernardino for 30 years, she moved back to Riverside in 2001, and is pleased to be working with the Human Relations Commission.

Gilberto Esquivel

Gilberto Esquivel was born in Kingsville, Texas, and has lived in the City of Riverside since 1986. Gilberto is currently retired from a career which spanned over 35 years in broadcasting. He and his wife Yolanda have been married for 31 years and live in the University Heights area of Riverside. In the mid-1960’s, Gilberto first served as a Human Relations Commissioner in the City of Joliet, Illinois, and in the mid-1970’s he served as a member of the Planning Commission in the City of Coachella, Ca.

Gilberto has been a founding member and has held positions within numerous civic and community organizations including, President of the League of United Latin American Citizens (LULAC), Chapter No. 24 in the Coachella Valley, President of the Coachella Valley Mexican American Chamber of Commerce, founding member of the Valley Missionary Program, Chairperson of Nuestra Navidad Christmas Fund, President of Hispanos Unidos of Moreno Valley, member of the Board of Directors and president of the Exchange Club of Riverside, member of the board of Caritas Communications Diocese of San Bernardino, and member of the Board of Directors of the Riverside, San Bernardino and Fontana Hispanic Chambers of Commerce.

John H. Krick

Maria J. Scott

Maria Scott was born and raised in Milwaukee, Wisconsin. Her family migrated to Pomona, California in 1968, where Maria graduated from Garey High School. She has been a resident of Riverside since 1987. Maria and her husband have been married for 20 years and have a daughter graduating from John W. North High School in June, 2008 and preparing for college. Maria has been employed with the County of Riverside’s Child Support Division for the past seven years. She is also preparing to become a Certified Court Interpreter. In addition, Maria is also a graduate of Riverside’s Eleanor Jean Grier Leadership Academy, Class of 2007.

Maria sought to join the City of Riverside’s Human Relations Commission because she would like to work with individuals who are striving to make positive changes for the many diverse groups of people in the City of Riverside.
