Workforce Incentives
The City of Riverside has a close partnership with
the Riverside County
Workforce Development Center and
Riverside Community College
Corporate Connection, which offer employers programs to assist
them with all facets of employee recruitment and training.
- On the Job Training (OJT):
OJT funding provides a
cost-effective way for Riverside County businesses
to bring on new hires and build an effective
workforce for the future. Qualifying businesses that
provide training for new employees can be reimbursed
up to 50% of the trainee’s starting wages. Funds are
not available for temporary or seasonal positions or
jobs which are based on commission or piece work.

- Employment Training Panel Funds (ETP):
ETP funds help qualified Manufacturing and
Distribution centers receive customized upgrade
training for employees at low to no cost! Upgrade
your worker’s skills by creating a customized
training program that meets your company’s needs.

and company more productive to meet global

- Workforce Opportunity Tax Credit (WOTC):
The WOTC is available to employers who hire people
from specific target groups that experience barriers
to employment. WOTC can provide up to $2,400 in tax
relief for each qualifying hire, and up to $9,000
for long term family assistance recipient hires.
Full-time, part-time, and temporary employees make
your business eligible for the tax credit. For more

The Economic Development Team provides both new and existing
businesses with personalized assistance that simplifies the
process of navigating City departments and processes. Whether
your business is expanding, relocating to Riverside, seeking

Economic Development Team will be your single point of contact
for convenient, efficient service.
Electric Utility Incentives
The City of Riverside owns, operates, and maintains its own electric utility, which offers electric equipment rebates, energy efficiency incentives, lighting programs, energy management services, and technical assistance.

Fast Track Permitting Assistance
Qualified commercial and industrial projects can receive Fast Track permitting assistance. Our Economic Development team will help expedite permit processing for qualified projects and monitor them through the development review and permit process.

Based upon the specific site selection criteria, we will offer a customized list of sites for considerations. We also offer commercial and industrial site tours to assist in the selection process.

Redevelopment Project Areas
The City’s Redevelopment Agency manages several Redevelopment Project Areas. Businesses within these Project Areas may be eligible for loans or grants for building façade improvements and property tax reimbursement incentives to offset development costs for land acquisition and development fees. The Agency may also assist in the construction of certain public improvements such as waterlines, sewers, streets, and storm drains in order to facilitate development and implementation of the redevelopment plan.
