MISSION STATEMENT

"The Community Police Review Commission was created in order to promote

public confidence in the professionalism and accountability

of the sworn staff of the Riverside Police Department."

 

Pursuant to Government code section 54954.2 the Community Police Review Commission will conduct a meeting at the above
   time and place for the purpose of transacting or discussing business as identified on this agenda
.

PLEASE NOTE:

Members of the public who wish to address the Commission must complete and submit to the Clerk a blue "Request to Speak"
   form.  Please note the number of the agenda item(s) on which public comment will be made.

 

Public comment will take place after the introduction of each agenda item, but prior to a guest speaker's presentation and / or the
  Commission's discussion of the item.  Each speaker may address the Commission for up to three (3) minutes.  During
  officer-involved death deliberations, family members or a family spokesperson may address the Commission for up to
  five (5) minutes.

       Public comment on any subject matter within the Commission's jurisdiction.

 

  3.  Training

       A)  Presentation on the 4th Amendment and Laws of Search & Seizure by Matt Reilly, Appellate Prosecutor,
               Riverside County District Attorney’s Office.
 Mr. Reilly has specific expertise in the area of 4th Amendment
               issues and has provided training in this regard to other attorneys, prosecutors, and law enforcement agencies.

       B)  Update on

          1) “Excited Delirium and Arrest-Related Deaths” training presentation, and

             2) In-Custody Deaths Seminar presented by The Institute for the Prevention of In-Custody Deaths.

 

  4.  Approval of Minutes

       A) April 27 Regular Meeting

 

  5.  Outreach

       A)  May Outreach

       B)  Scheduled Outreach Events

             1) Law Enforcement Appreciation Dinner & Award Ceremony, Thursday, May 26; Reception at 6, Dinner at 7

             1) Days and Times for Presentation at the City’s Homeless Services Center

             2) Riverside Neighborhood Conference Update

             3) Input from Commission Members on potential outreach events in 2011

  6.  Officer-Involved Death (OID) Evaluation Process

       A)  Continued discussion and action, if any, on the Sanchez OID.

       B)  Continued discussion and action, if any, of the Acevedo OID.

 

  7.  OID Minority Reports Format

       As inclusion of Minority Reports in OID Public Reports has been approved by the Commission, discussion and
          action, if any, will occur regarding

       A)  the acceptable minority report format,                     

       B)  the process of accepting a minority report’s inclusion in an OID Public Report, and

       C)  the inclusion of this process in the CPRC By-Laws / Policies & Procedures.
