MISSION STATEMENT

"The Community Police Review Commission was created in order to promote

public confidence in the professionalism and accountability

of the sworn staff of the Riverside Police Department."

 

Pursuant to Government code section 54954.2 the Community Police Review Commission will conduct a meeting at the above
   time and place for the purpose of transacting or discussing business as identified on this agenda.

 

 

PLEASE NOTE:  The scheduled hearing times are approximate.  No item will be heard before its scheduled time but
   may be heard later in the meeting.

      Pursuant to Government Code Section 54957, the Commission will adjourn to Closed Session to discuss issues pertaining

PLEASE NOTE:

Members of the public who wish to address the Commission must complete and submit to the Clerk a blue "Request to Speak"
   form.  Please note the number of the agenda item(s) on which public comment will be made.

 

Public comment will take place after the introduction of each agenda item, but prior to a guest speaker's presentation and / or the
  Commission's discussion of the item.  Each speaker may address the Commission for up to three (3) minutes.  During
  officer-involved death deliberations, family members or a family spokesperson may address the Commission for up to
  five (5) minutes.

 6.  Presentation on the NACOLE 2009 Conference

      Presentation by Bill Howe regarding his attendance to the NACOLE 2009 Conference in Austin, Texas.

 

 

OLD BUSINESS

 

 7.  OID Evaluation Process

      Continued discussion and action, if any, on the method and format for the OID Evaluation Process, including:

      A)   Choosing the rule on how to include minority opinions by Commission Members, and

      B)   Adopting any proposed modifications to the evaluation process.

 

      At the November, the item not yet resolved was whether the Commission will adopt a rule that allows inclusion into the
        Commission’s Report of any reasonable minority comment, as determined by common agreement or by majority vote when
        necessary, or, whether the Commission will adopt a rule that allows inclusion into the Commission Report of any comment from
        any Member without limitation.  The matter was tabled in December, and in the interim, Members were provided with
        2 suggested formats for the Evaluation Process.

 

 8.  CPRC's Policy Recommendations

      Discussion and action, if any, of a historical review of all CPRC policy recommendations made and their implementation or
        deferral by RPD.  Tabled in December due to Member absences.

 

 9.  Revisions to CPRC Policies, Procedures, & By-Laws

      A)   Second reading, with vote to approve, the following amendment (in bold) to the CPRC By-Laws:

            Article V, Section 7:  In the event of the resignation or removal of the Chair during the year, the Vice-Chair shall become the
              Chair and a new election shall be held for Vice-Chair.  A mid-term Vice-Chair vacancy will be filled within sixty (60)
              days with the vacancy to be agendized until the position is filled. 
In the event of the resignation or removal of any
              other officer, a new election shall be held to fill the vacant office.

 

10.  RPD Policy and Procedures

      Discussion of RPD Policy and Procedures and their application regarding undocumented immigrants.  Tabled at the November
         meeting due to late hour, and tabled in December due to Member absences.

 

11.  Team Building Workshop

       Discussion and action, if any, on implementing a team building workshop for Commission members.

 

12.  Outreach

       Review of draft community outreach presentation material on what to expect when stopped by the police.

 

 

NEW BUSINESS

 

13.  Quinones Officer-Involved Death (OID) Evaluation Process

       Discussion and action, if any, on the OID evaluation.  The Commission is expected to begin the evaluation with Stage I,
         concerning the facts of the OID incident.  Consideration may be given concerning whether to accept, modify, or reject a draft
         Fact Sheet.

 

14.  Modify Meeting Times

      A)   Discussion and action, if any, on whether to modify the start time of Commission meeting to 3:30 PM, instead of the current
               start time of 4:00 PM, and to begin the public meeting at 5:00 PM, instead of the current start time of 5:30 PM; and

      B)   Discussion and action, if any, on adopting a set time to end meetings.  As the Agenda increases in complexity and length,
              and in recognition of recent Commission discussions expressing concern over time spent in completing business, the
              purpose of this item is to set a fixed meeting end time in order to encourage focus and efficiency in Commission discussions
              and deliberations.

 

15.  Modify Commission Meeting Format

       Discussion and action, if any, on:

       A)   Whether to adopt more formality and structure in Commission meetings, possibly employing Roberts Rules, and,

       B)   Whether to create a Parliamentarian or Sergeant-At-Arms position. 

             Adoption of such rules would require an amendment of the By-Laws Article VII, Section 9, which presently directs that
               “meetings shall be conducted informally.”

 

16.  Staff Report

       A)   Work has begun on the 2009 Annual Report.  Staff expects to have draft reports sent out to Members during February, and
                your feedback could assist us in having a well-prepared draft ready by the February Regular Meeting.      

 

17.  Commission Member Comments

       Pursuant to Government Code Section 54954.2, Commission members may use this time to make brief announcements or a

       brief report on their own activities.
