Pursuant to the City Council Meeting Rules adopted by Resolution No. 21553, the Members of the City Council and the public are reminded that they must preserve order and decorum throughout the Meeting. In that regard, Members of the City Council and the public are advised that any delay or disruption in the proceedings or a refusal to obey the orders of the City Council or the presiding officer constitutes a violation of these rules.

Case P09-0523 - City of Riverside - Amend Downtown Specific Plan to allow places of worship, cinemas, and performing arts facilities within Arts Culture and Entertainment District subject to minor conditional use permit and compliance with Zoning Code Chapters 19.255 and 19.250, entertainment establishments and establishments with on-sale alcoholic beverages within balance of Downtown Specific Plan-Raincross District (except areas within Arts, Culture and Entertainment District or within 165 feet of Fairmount Boulevard between First and Sixth Streets) subject to conditional use permit and compliance with Zoning Code Chapters 19.250 and 19.450, respectively, and amend boundaries of the Arts, Culture, and Entertainment District within the Downtown Specific Plan-Raincross District (Ward 1)

27. Agreement with UMS, Inc., for $167,056 from Parks, Recreation, and Community Services budget for annual janitorial maintenance services at various community centers and outdoor park restrooms through June 30, 2010 (All Wards)

28. Agreement with Major League Softball, Inc., to administer, manage, and operate adult softball program through August 30, 2012 (All Wards)

29. Accept Community Development Block Grant Funds of $231,114 for 2009-10 park improvement and service projects - Supplemental appropriation (All Wards)

Public Works

30. Amendment to agreement with State of California Department of Transportation to revise construction funding plan to replace various Federal and local funds with $16.101 million in State Transportation Improvement Program funds for State Route 91/Van Buren Boulevard Interchange Project (Ward 5)

31. Contract with C.P. Construction Company, Inc., Upland, for not-to-exceed $148,995 for emergency removal and replacement of sewer trunk main in Purdy Street at County Circle Drive - A Resolution of the City Council of the City of Riverside, California (1) declaring that the repair of the Purdy Street/ County Circle Drive sewer line is of urgent necessity for the preservation of life, health and property and may be performed without competitive bidding pursuant to Purchasing Resolution No. 21182, Section 201(i) and City Charter Section 1109; and (2) approving a contract with C.P.
