PLEASE NOTE--The numerical order of items on this agenda is for
convenience of reference. Items may be taken out of order upon
request of the Mayor or Members of the City Council and
Redevelopment Agency.
Pursuant to the City Council Meeting Rules adopted by
Resolution No. 21553, the Members of the City Council and the
public are reminded that they must preserve order and decorum
throughout the Meeting. In that regard, Members of the City
Council and the public are advised that any delay or disruption
in the proceedings or a refusal to obey the orders of the City
Council or the presiding officer constitutes a violation of
these rules.

scheduled meeting time. Speaker cards can be found at the east

and Monitoring Reporting Program for construction of three
double-circuit 69 kV sections of subtransmission lines and
upgrade to eight existing associated substations including
addition of three circuit breakers at Riverside Substation -
Between State Highway 91 and Interstate 215 along Commerce
Street, Tenth Street, Victoria Avenue, Eleventh Street, Sedgwick
Avenue, and Twelfth Street, through University of California
Riverside (UCR) West Campus, along Chicago Avenue between
Twelfth Street and 1,200 feet southerly of Martin Luther King
Boulevard, and adjacent to westerly side of Interstate 215
between the UCR campus and El Cerrito Drive (Wards 1, 2, 4, and

14. Case P09-0382 - Review of General Plan 2025 Program
components including General Plan 2025, Zoning Code (Title 19),
Subdivision Code (Title 18), Citywide Design and Sign

15. A Resolution of the City Council of the City of Riverside,
California, authorizing the submission of application and
acceptance of grant award for $4,221,720 from the U.S.
Department of Homeland Security through the California Emergency
Management Agency for the Fiscal Year 2009 Urban Areas Security
Initiative (UASI) Grant Program and authorizing the execution of
all required documents by the City Manager or Assistant City
Manager; and amending the Budget for Fiscal Year 2009-2010
