Pursuant to the City Council Meeting Rules adopted by Resolution No. 21553, the Members of the City Council and the public are reminded that they must preserve order and decorum throughout the Meeting. In that regard, Members of the City Council and the public are advised that any delay or disruption in the proceedings or a refusal to obey the orders of the City Council or the presiding officer constitutes a violation of these rules.

1. Mayor Loveridge to present a Proclamation to Human Resources Director Rhonda Strout recognizing National Volunteer Week

2. Mayor Loveridge to call upon Assistance League of Riverside President Pat Wills to update on their service to the community

3. Mayor Loveridge to call upon Riverside Unified School District Superintendent Rick Miller to introduce Emerson Elementary School’s Green Team

PUBLIC HEARINGS/PLANNING REFERRALS AND APPEALS --Audience participation is encouraged.

4. Cases P08-0701 and P08-0702 - Oscar Garcia of OMG Architects, Inc., on behalf of Leilani Alejandro - Planning Commission recommends design review of plot plans and building elevations to demolish a multi-family residential and two commercial buildings on .49 acre to facilitate remodel and reuse for office purposes and rezoning from R-1-7000-Single-Family Residential Zone to O-Office Zone - 4393 Tyler Street (Ward 6)

5. Cases P08-0698, P09-0007, P08-0940, and P09-0057 - A. C. Nejedly - Planning Commission recommends rezoning approximately .45 acre developed with two single-family residences from R-1-7000-Single-Family Residential Zone to CG-Commercial General Zone and design review of 4,402-square-foot medical office building; and revised conditional use permit and design review of existing mini storage facility expansion on approximately 5 acres developed with single-family residence and mini storage facility - 7166, 7172, and 7200 Indiana Avenue (Ward 4)

5a. Riverside Renaissance - Update on proposed Quiet Zones along Burlington Northern Santa Fe and Union Pacific Railway Railroad corridors from Magnolia Avenue to Jane Street and Panorama Road to Cridge Street, respectively (Wards 1, 2, 3, 4, 5, and 6)

6. Recognize A & A Plating, Bob’s Auto Service, Cardinal Health-Medical Products and Services, Pepsi Bottling Company, and Old Spaghetti Factory as Business Environmental Excellence Program award recipients (All Wards)

7. United States Department of Justice 2009 Justice Assistance Grant application for $928,874 for Evidence Technician, Police Detective, and Police Records Specialist I positions and replacement of four motorcycles and 15 marked patrol vehicles to reduce crime and improve public safety - Funds transfer - Supplemental appropriation (All Wards)

8. Issue 2009 Bond Anticipation Notes for not-to-exceed $31,000,000 to refund 2008 Bond Anticipation Notes for pension obligations with Public Employee’s Retirement System - A Resolution of the City Council of the City of Riverside, California, authorizing the issuance of City of Riverside Taxable Pension Obligation Refunding Bond Anticipation Notes 2009 Series A, approving the forms of and authorizing the execution and delivery of a Third Supplemental Trust Agreement, Escrow Deposit and Trust Agreement, Official Statement, Note Purchase Agreement, and a Continuing Disclosure Certificate, and authorizing other matters relating thereto - Waive further reading (All Wards)

15. Appropriate $509,000 from Local Park Fees to replace 2007 Certificates of Participation proceeds for property acquisition and legal fees for Arlington Heights Sports Complex (Ward 5)

16. Install approximately 13 light emitting diode street lights for $52,000 from Electric Utility Public Benefit funds - Overlook Parkway from Muirfield Road to Orozco Drive (Ward 4)

17.
