Pursuant to the City Council Meeting Rules adopted by Resolution No. 21553, the Members of the City Council and the public are reminded that they must preserve order and decorum throughout the Meeting. In that regard, Members of the City Council and the public are advised that any delay or disruption in the proceedings or a refusal to obey the orders of the City Council or the presiding officer constitutes a violation of these rules.

2. Case P06-1237 - Doug Jacobs - Appeal by Dr. Scott Fedick on behalf of University of California, Riverside, Department of Anthropology; Edith Quevedo, PhD, and Leon Liu, members of Riverside Chinese Cultural Preservation Committee; Jean Wong on behalf of Save Our Chinatown Committee; and Kenneth Chan on behalf of Chinese Historical Society of Southern California - Land Use Committee recommends approval of Archeological Treatment Plan to facilitate development of three-story, 65,281-square-foot medical office building with related parking on approximately 4.2 acres known as Riverside Second Chinatown - 4577 and 4489 Brockton Avenue (Ward 1)

Mayor Loveridge recommends reaffirming commitment to treat private funds raised by non-profit Riverside Public Library Foundation and Friends of the Riverside Public Library as supplements to the Library budget - A Resolution of the City Council of the City of Riverside, California, pledging that any and all private funds contributed to the Riverside Public Library be used to supplement and not supplant regular funding of the Library by the City and repealing Resolution No. 19321 - Waive further reading (All Wards)

19. Mitigated Negative Declaration to construct pump station on sely. intersection of 91/60/215 Freeway interchange and install approximately 12,405 lineal feet of 18-inch diameter transmission main on Kansas Avenue, Spruce Street, and East La Cadena and Watkins Drives for Expanded Gage Exchange Project (Wards 1 and 2)

Public Works

20. Award Bid 6663 to Haitbrink Asphalt Paving, Inc., Corona, for $146,832.93 from Public Works Department budget for construction of approximately 370 feet of sidewalk on Nelson Street and Thomas Avenue and 230 feet on southerly side of Colorado Avenue between Monroe Street and Toyon Road (Wards 3 and 5)

A Resolution of the City Council of the City of Riverside, California, amending Resolution No. 20807 known as the Parking Schedule Resolution to revise the existing preferential permit parking zone from “No parking between the hours of 7:00 a.m. to 7:00 p.m. Monday thru Friday with preferential permit parking for residents” to “No parking any time with preferential permit parking for residents” on Valencia Hill Drive from Watkins Drive to Big Springs Road and Goins Court from Valencia Drive easterly to the cul-de-sac terminus - Waive further reading (Ward 2)

22. Adopt an Ordinance of the City of Riverside, California, amending Section 10.56.020 of the Riverside Municipal Code designating the restriction of certain commercial vehicles for streets and portions thereof to establish a five ton weight limit on Ninth Street between Market Street and Orange Street - Waive further reading (Intro. on 2-3-09, Ward 1)

23. A Resolution of the City Council of the City of Riverside, California, amending Resolution No. 20807 known as the Parking Schedule Resolution to (a) establish a no parking zone between the hours of 6:30 a.m. to 8:00 p.m. except Saturday, Sunday and holidays, with preferential permit parking for residents, on both sides of Ramona Drive from north of Castle Reagh Place northerly to south of the cul-de-sac terminus; and (b) remove the existing no parking at all times zone on the east side of Ramona Drive from the end of the cul-de-sac to 160 feet south of Larchwood Place - Waive further reading (Ward 1)
