Pursuant to the City Council Meeting Rules adopted by Resolution No. 21553, the Members of the City Council and the public are reminded that they must preserve order and decorum throughout the Meeting. In that regard, Members of the City Council and the public are advised that any delay or disruption in the proceedings or a refusal to obey the orders of the City Council or the presiding officer constitutes a violation of these rules.

Speaker cards can be found at the east entrance to the City Council Chamber and City Hall lobby. Speaker cards will be accepted until the agenda item is called. MAYOR CALLS MEETING TO ORDER

1. Public Comment Period - This is the portion of the meeting specifically set aside to invite your comments regarding any items on closed sessions, Redevelopment Agency Consent Calendar, or other matters within the jurisdiction of the Redevelopment Agency - Individual audience participation is limited to 3 minutes and you will be asked to state your name and city of residence.

2. Report from Board of Library Trustees and Metropolitan Museum Board Chairs in follow-up to Blue Ribbon Task Force (All Wards)

AGENCY CONSENT CALENDAR--All matters listed under the CONSENT CALENDAR are considered routine by the Agency and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the Redevelopment Agency votes on the motion to adopt, Members of the Redevelopment Agency or staff request specific items be removed from the Consent Calendar for separate action.

Removed consent items will be discussed immediately after adoption of the balance of the Consent Calendar.

3. Joint item with City Council - Appropriate $8,345,000 from La Sierra/Arlanza Fund Balance Account for acquisition of all or part of approximately 28 properties, demolition of approximately 19 buildings, and relocation, appraisals, environmental studies, and escrow related costs for Five Points Street Improvement Project - A Resolution of the City Council of the City of Riverside, California, adopting findings pursuant to Health & Safety Code Section 33445 and authorizing payment of costs for publicly owned projects within the La Sierra/Arlanza Redevelopment Project Area for improvements consisting of right-of-way acquisition and street widening and re-alignment at the intersection of La Sierra Avenue, Hole Avenue, Bushnell Avenue, and Pierce Street - A Resolution of the Redevelopment Agency of the City of Riverside, California, adopting findings pursuant to Health & Safety Code Section 33445 and authorizing payment of costs for publicly owned projects within the La Sierra/Arlanza Redevelopment Project Area for improvements consisting of right-of-way acquisition and street widening and re-alignment at the intersection of La Sierra Avenue, Hole Avenue, Bushnell Avenue, and Pierce Street - Waive further readings (Wards 6 and 7)

4. Riverside Renaissance - Joint item with City Council - Reimbursement Agreement for $1,300,000 from Casa Blanca 1999 Un-Programmed Tax-Exempt Bond Funds Account for upgrades to existing public property and Americans with Disabilities Act requirements at Lincoln Avenue Police Station - A Resolution of the City Council of the City of Riverside, California, adopting findings pursuant to Health & Safety Code Section 33445 and authorizing payment of costs for publicly owned projects within or without the Casa Blanca Redevelopment Project Area consisting of the installation of tenant improvements at the Lincoln Avenue Police Station - A Resolution of the Redevelopment Agency of the City of Riverside, California, adopting findings pursuant to Health & Safety Code Section 33445 and authorizing payment of costs for publicly owned projects within or without the Casa Blanca Redevelopment Project Area consisting of the installation of tenant improvements at the Lincoln Avenue Police Station - Waive further readings - 8181 Lincoln Avenue - Funds transfer (Ward 4)

18. Accept Community Development Block Grant of $705,790 for various park improvement projects for Fiscal Year 2008-09 - Supplemental appropriation (All Wards)

19. Award Bid 6669 to IPC USA for $506,300 from Police Department budget for motor fuel for Police Department fleet through June 30, 2009 (All Wards)

20. Grant agreement with State of California, Office of Traffic Safety for $59,342 administered by University of California, Berkley Traffic Safety Center for 2009 Next Generation-Click It or Ticket Program to promote sustained seat belt usage statewide - Supplemental appropriation (All Wards)

21. Adopt an Ordinance of the City of Riverside, California, amending Title 5 of the Riverside Municipal Code by amending Chapter 5.15 Section 5.15.110 B. 1. to establish that an official police tow service’s business office shall be located within 150 feet of the storage yard (Intro. on 10-7-08, All Wards)

22. Final approval of Parcel Map 35165 - Adkan Engineers on behalf of Shop Pros USA, LLC - Subdivide approximately 4.4 vacant acres into one parcel with 8 condominium units in two concrete tilt-up buildings - Sly. side of Central Avenue, wly. of Hillside Avenue - A Resolution of the City Council of the City of Riverside, California, accepting the final map of Parcel Map 35165 - Waive further reading (Ward 3)

23. Award Request for Proposal to Toter, Inc., for $236,973 from Public Works Department budget and State of California Department of Conservation Recycling Grant for purchase of approximately 4,652 automated refuse, green waste, and recycling carts for Fiscal Year 2008-09 (All Wards)

24. Increase change order limitation with David Ollis Landscape Development, Inc., for $90,500 from Public Works Department budget for landscape and general maintenance services for Downtown area including municipal parking facilities exterior (Ward 1)
