Types of Audit Services
Internal Audit provides audit services for all City of
Riverside departments, including performance, program and
financial-related audits. Special studies are also performed at
the request of City Management or Department Directors.
The Audit Plan
An audit work plan is developed at the beginning of each fiscal
year and highlights the departments/functions that have been
selected for audit. Several factors are examined in order to
prepare the plan, which is subsequently approved by City
Management. The plan is flexible and may change throughout the
course of the year.
The Audit Process
Internal Audit plans and conducts audits to ensure City
services and programs are operating as efficient and effective
as possible. Each review may be different and the amount of time
to complete an audit may vary, but most audits will consist of
the following five phases: Planning, Introductory Meeting,
Fieldwork, Reporting and Follow-up.
Findings of Illegal Acts, Non-Compliance, or Abuse
Occasionally during the course of an audit, an auditor may come
upon situations that might indicate an illegal act or fraud has
occurred. Under some circumstances, laws, regulations, or
policies require auditors to report indications of certain types
of illegal acts to law enforcement or investigatory authorities
before extending audit steps and procedures.
