MISSION STATEMENT

"The Community Police Review Commission was created in order to promote

public confidence in the professionalism and accountability

of the sworn staff of the Riverside Police Department."

 
  
Pursuant to Government code section 54954.2 the Community Police Review Commission will conduct a meeting at the above
   time and place for the purpose of transacting or discussing business as identified on this agenda. 
 

 

PLEASE NOTE:  The scheduled hearing times are approximate.  No item will be heard before its scheduled time but may be heard later in the meeting.

        This is an opportunity for members of the public to address the Commission on closed session items.

 

  3.   Closed Session – Case Review

        Pursuant to Government Code Section 54957, the Commission will adjourn to Closed Session to discuss issues
            pertaining to PUBLIC EMPLOYEE PERSONNEL MATTERS.

5:30 PM – REGULAR MEETING (OPEN SESSION)

 

PLEASE NOTE:

Any person wishing to speak on an agenda item must file this form prior to the beginning of the meeting or the time
    that the item is called for discussion.

 

Public Comment will take place after the introduction of each agenda item. The speaker may choose to address the
   Commission either before OR after discussion by Commissioners, but may only speak one time on any agenda item.
   The speaker must check the appropriate box on the “Request to Speak” form, specifying if they wish to speak before
   or after discussion of an agenda item. The same rules apply to presentations by guest speakers and / or a training
   course for Commissioners.  Any questions posed by members of the public during public comment may be asked of
   the presenter only by the Commission Chair during Commission discussion.

 

Five (5) minutes per speaker may be allocated family members or their spokesperson speaking regarding an
    officer-involved death.

 

Three (3) minutes per speaker may be allocated for all other public comment.

  8.   Training Presentation by Lt. Bruce Loftus

        Presentation regarding the Criminal Casebook used by the Commission for its public review of
            officer-involved death cases, the contents of the casebook past and present, when and why
            changes occurred regarding items included for public review and discussion, and the redaction
            process.

  9.   Dunbar Officer-Involved Death (OID) Case Evaluation
          
 Continued discussion and action, if any, on the Dunbar OID case evaluation.  The Commission
            may return to discussion of completed Stages, if needed.

10.   CPRC Officer Nominations

        Self-nomination or nomination of fellow commissioners for 2014 CPRC Chair and Vice-Chair; elections to be

        held during the first meeting in March.

 

11.   2013 Annual Report

        Discussion and action, if any, on Draft No. 1 of the 2013 Annual Report

12.   RPD Response to CPRC Policy Recommendation
            Discussion of RPD's response to the Commission's recommendation to RPD's Domestic
            Violence Policy 4.23 E & F, which was approved by the Commission on November 13, 2013
            and submitted to Chief Diaz on November 19, 2013.

13.   Policing and Mental Illness (Tabled)
            Discussion regarding policing and mental illness and the Commission's involvement in
            facilitating discussion between the community and the Riverside Police Department regarding this issue.
